The group has been active since at least 2009, with a primary motivation to gather intelligence for China's national security, economic interests, and naval modernization efforts, particularly those related to maritime influence and the South China Sea. What sets Leviathan apart is its consistent focus on maritime, naval, and defense sectors, its rapid adaptation to exploit newly disclosed vulnerabilities within hours or days of public release, and its preference for compromising public-facing infrastructure over user interaction.
