Tempting Cedar Spyware, also linked to the group APT-C-23, emerged around 2015 as a persistent spyware campaign primarily targeting Android devices. The operation is attributed to suspected Lebanese state-sponsored actors, with a core motivation of intelligence gathering and surveillance. The group's distinguishing characteristic is its consistent reliance on social engineering through attractive, fictitious Facebook profiles to distribute its Android spyware, often masquerading as legitimate chat applications, to steal sensitive personal information and track victims. While originally focused on the Tempting Cedar spyware, the associated APT-C-23 group has continuously evolved its mobile spyware capabilities, with new variants reported as recently as 2021.
